The latest Henley & Partners Passport Index 2025 has just been unveiled, and once again, Singapore leads the pack with the most powerful passport in the world.
The Reigning Champion: Singapore
Singapore continues to dominate the rankings, granting its citizens visa-free access to an impressive 195 destinations out of a possible 227.
This achievement highlights the nation’s strong international ties and reputation for global cooperation.
Japan Takes Second Place
Following closely behind is Japan, whose citizens can travel visa-free to 193 destinations.
Despite losing the top spot it once held for several years, Japan remains a prominent force in global mobility.
What Is the Passport Index?
Every year, Henley & Partners compiles its Passport Index, which ranks passports based on the number of destinations their holders can visit without needing a visa in advance.
The scoring system assigns one point for every visa-free destination, including those offering visas on arrival, electronic travel authorizations (ETAs), or visitor permits upon entry.
According to the creators of the index, this scoring approach provides a clear, practical view of how “powerful” a passport truly is.
South Africa Climbs the Rankings
South Africa has seen a notable improvement in its ranking, moving up to 48th place from 52nd last year.
This change means South African passport holders now enjoy visa-free access to 106 countries, reflecting gradual progress in global mobility for the nation.
The World’s Top Five Most Powerful Passports
Here are the top-performing countries on the 2025 list:
- Singapore: 195 visa-free destinations
- Japan: 193 visa-free destinations
- Finland, France, Germany, Italy, South Korea, Spain: 192 visa-free destinations
- Austria, Denmark, Ireland, Luxembourg, Netherlands, Norway, Sweden: 191 visa-free destinations
- Belgium, New Zealand, Portugal, Switzerland, United Kingdom: 190 visa-free destinations
