The Trump White House has crafted a new blueprint for ending the conflict in Ukraine, and insiders say the proposal closely mirrors ideas Vladimir Putin has been pushing.
Sources told The Wall Street Journal that the plan reflects key points Putin discussed with Trump’s special envoy, Steve Witkoff, and later during their Alaska summit in Anchorage.
Officials suggest the U.S. strategy leans on Russia’s interest in rekindling economic ties with the West to encourage cooperation.
Kyiv Rejects the Proposal as Moscow-Aligned
Ukraine has made its stance clear: it will not accept the plan in its current form.
Ukrainian officials described the blueprint to the Financial Times as echoing “maximalist demands of the Kremlin.”
They argue that the proposals give Moscow too much leverage and insist any agreement must undergo major revisions.
The White House reportedly envisions a “money-for-land” deal for the Donbas region, according to The Telegraph.
Under this arrangement, Russia would govern the area while Kyiv retains legal sovereignty, paying Ukraine an annual fee.
The exact financial details remain undisclosed.
Security Restrictions and Language Rules Spark Concern
The plan also outlines strict conditions for Ukraine.
Reports from The Telegraph, Reuters, and Financial Times indicate that Kyiv would need to cut its armed forces in half, abandon long-range missiles, and ban foreign troops on its soil.
Additionally, U.S. military aid would cease, and Russian would gain official status as a language.
Other provisions touch on cultural and religious matters.
Territories annexed by Russia would see specific recognition for the local branch of the Russian Orthodox Church, and foreign diplomatic aircraft would be barred from landing in Ukraine, though Kyiv could still negotiate security guarantees with the U.S. and European partners.
Luhansk and Donetsk Remain a Focal Point
The plan is complicated by the status of the self-declared Luhansk and Donetsk People’s Republics, annexed by Russia after the disputed 2022 referendum.
Russia insists the region belongs to them, with President Putin claiming control over almost all of Luhansk and nineteen percent of Donetsk.
Ukrainian and Western officials have consistently rejected the vote, calling it illegitimate.
European Leaders Stunned by Secret Negotiations
The backchannel discussions between Washington and Moscow reportedly caught European allies by surprise.
Politico reported that EU officials were shocked to learn about the secret peace initiative, with many assuming Trump had softened his stance on Putin.
According to The Daily Telegraph, the administration sidelined European leaders while pressuring President Zelensky to consider the plan, a campaign reportedly linked to corruption investigations involving Zelensky’s associate Timur Mindich.
Trump Approves a 28-Point Peace Plan
NBC reports that President Trump signed off on a 28-point deal crafted by his special envoy Steve Witkoff, Vice President JD Vance, Secretary of State Marco Rubio, and Jared Kushner.
They coordinated closely with Russia’s Kirill Dmitriev, who oversees investment and economic cooperation.
Sources told Axios that some understanding was reached between Witkoff and Ukrainian National Security Secretary Rustem Umerov, who was authorized by Zelensky to negotiate on Ukraine’s behalf.
Despite these discussions, the plan remains highly controversial, with Kyiv’s leadership insisting any agreement must respect Ukraine’s sovereignty and security.
